Can I use the software to turn my computer ON?

No you cannot. ACC is a piece of software, and as software only runs when your computer is turned on (and logged in + not sleeping), ACC won't be able to do anything while your computer is turned off.

Are there other ways?

Yes there is. It is entirely possible to turn on your computer using Google Assistant, Amazon Alexa or anything else. What you're looking for is Wake On Lan (WOL). There are a couple of ways you can do this, but a quick Google search will give you everything you need. I will leave you with a few links you can get started with;
